About the Author

George Eaton, Ph.D., was a founding faculty member of York University, Toronto, UN Senior Advisor in Africa, Advisor to Prime Minister Michael Manley and Head of the Jamaican Civil Service from 1975-1979, where he established a merit-based, locally sustainable system of staffing and training for Caribbean governments.
