About the Author

George Maharay has had extensive experience in executive personnel and organization matters in the Defense, Treasury, and Transportation Departments in Washington. He has consulted at Federal, state, local, and international levels. Maharay has taught public administration at Syracuse and Temple Universities. This is his fourth book on the Civil War.
