About the Author

MOHAMMAD AHMAD WALI is CEO of Development Strategies International and reader to the political science department, Usmanu Danfodiyo University, Sokoto. He was Acting Secretary to the Sokoto State Government and State Head of Civil Service; Director General of African Training and Research Center in Administration for Development (CAFRAD); as well as Nigeria’s Ambassador to Argentina, Chile, Peru and Uruguay.
