In 1975, a Foreign Service officer who doubled as a CIA agent wrote a novel disguising a climactic espionage encounter that took place in Istanbul, the outcome of which altered the balance of power between cold war adversaries. He submitted his manuscript to headquarters which arbitrarily refused to grant clearance and it languished in agency files stamped Most Secret—do not release. However, a senior agency analyst recently purloined a copy from headquarters and passed to the ex-agent.
