About the Author

Born in Vietnam, spent adult age in Vietnam, in jungles, fighting French Vietnam War.

Studied in France.

Worked in Vietnam as financial and economic adviser to the first President of South Vietnam, governor of Central Bank in Superminister in charge of four ministries?

On the international scene, worked as division chief in the World Bank, alternate executive director, international monetary fund, then adviser to the I.M.F.

With technical and practical experience served well all the institutions, national and international institutions and organizations headed by leaders with lots of diplomas but without practical experience.
