About the Author

Herbert L. Shapiro developed 3500 waterfront homes at Beach Haven West, NJ. A graduate of Wharton School, University of Pennsylvania and Rutgers Law School, Shapiro has been a member of the New Jersey bar for 54 years. A naval officer during World War II, he retired in 1990 as board chairman of a full commercial bank.
