About the Author

Donald Joseph Gray Chiarella lives in Elkridge-Hanover in Howard County, Maryland with his wife and 4 great children. Don is an MIS Section Chief for Maryland State Highway Administration. He is in the 1997-2002 editions of Who’s Who in Information Technology in America. He holds an online Ph.D. from Kennedy-Western University in MIS (2001), an M.S. degree in Technology Management from American University (1988) (Dean’s List), and a B.A. degree in Urban Planning / IFSM from University of Maryland (1979) with the first degree in those two specialties. He is certified by George Washington University in Public Administration. He has attended the National Defense University, Department of Defense Computer Institute and US Air Force Academy. He is a life member of the US Naval Institute, various alumni associations, and the Institute for Transportation Engineers, IEEE, and ACM.
