About the Author

William Andrew Delaney is a former military policeman, Campus Policeman, San Francisco Police Officer, and Candidate for Sheriff in Adams County, Colorado. A Sergeant in California?s National Guard he taught courses to develop, and administer incarceration facilities, and he taught primary leadership to Engineer Battalions for The US Army Reserve School. He graduated from San Francisco City College with an Associates in Science Degree, San Francisco State University with a BA, attended The University of Texas at Arlington?s Graduate School of Criminal Justice, and Urban Affairs Program, Chabot College in Hayward, The University of California at Berkeley?s Business School, has been certified to teach in California?s Community Colleges since 1972, and has taught at AT&T, ARCO Coal Company, Lowry Air Force Base, The Community College of Denver, and Arapaho Community College, in Denver. Bill was President/Executive Director of Bayview Hunters Point College in San Francisco 1968 to 1972.

Bill has done extensive research in behavior modification, and social learning theory, is a retiree from Northwest Airlines, lives with his wife, Edita, a retired school teacher, and principal from Batangas, then Oriental Mindoro, The Philippines, and his daughter, Nicole, a former student at Morgan State University, currently employed by Verizon Wireless, in Baltimore, Maryland.
