Educated in Germany, Austria, England, and the United States. Received one Associate of Arts degree 1968, Chicago City College, received two Bachelor of Arts degrees at the same time in four years, University of Illinois, Chicago, 1970, received one Master of Public Administration degree, Syracuse University 1971, received one Master of Arts degree (1975) and one Doctor of Philosophy degree (1978) from Cornell University. Studied German, French, Spanish, and English. Passes National Physical Fitness Test for age 25 and under.
