About the Author

Charles F. Bingman had a 30 year career as a U. S. federal government executive. After retirement, he began a second career as a teacher, currently at the Johns Hopkins University Washington Center. He authored books on the Japanese and American governments, and has done consulting in a dozen countries. Bingman is a Fellow of the National Academy of Public Administration and the Cosmos Club. Retired, he lives in Falls Church Virginia where he is active in community affairs.
